Nursing Compact States 2023 - Compact states are states that legally allow their nurses to obtain a multi-state license called a compact license. All compact states passed legislation through their state governments approving the change. Compact licensure allows nurses to use their multistate license to practice in any other state that has adopted the measure.
The official title that allows you to practice is the Nursing License Compact or NLC. It was revised on July 18, 2018 and is now known as the Enhanced Nurse Licensure Compact (eNLC). Fortunately, most states have joined the eNLC, relieving nurses in many states of the burden of applying for and maintaining licenses.

You may hear terms like nursing compact, NLC, ENLC, and multistate licensure. They all basically mean the same thing. In this and subsequent articles, "compact states" refer to states that have implemented the eNLC.
The Growth Of Health Care Licensure Compacts
Likewise, a "compact license" is a license obtained in one compact state that serves as a multistate nursing license, but can only be used in other compact states. Nurses who wish to work in states that are not part of the eNLC must apply for a single license from that state in addition to holding a compact license from their home state.
Nurses who received a compact license under the original NLC were permitted to practice under the Enhanced Nurse License Compact (Enhanced Nurse License Compact, ENLC). However, they should check their own state's laws. All but one of the original compact states (Rhode Island) adopted the new eNLC guidelines. As a result, Rhode Island belatedly became an eNLC state, and R.I. Compact licensed nurses are not allowed to practice in other compact states.
The eNLC is for Registered Nurses (RNs) and Licensed Practical Nurses (LPN/LVN) only. The National Council of State Boards of Nursing (NCSBN) is working on a compact agreement for APRNs that at least seven states will implement if they pass the law. Currently, three states have passed APRN legislation and two are pending. If you are a federal or military nurse, there are some differences you should be aware of.
A total of 35 jurisdictions have enacted legislation and are currently members of the ENLC. As of June 2022, all 35 of these states have implemented the nurse licensure package, with two states and two territories awaiting implementation.
Frustrated Nurses Waiting Months To Get Licensed
Even after obtaining a compact license, it is essential that nurses check the regulations of the states in which they wish to work. Despite multistate licensure, nurses may be required to practice standards set by each state.
The NLC was signed on July 1, 2021 and will come into effect on January 1, 2023. Ohio nurses can apply for multi-state licensure, and nurses from other compact states can work in Ohio.
The NLC Act was signed into law on July 1, 2021; However, the implementation date is yet to be fixed. The NLC language is awaiting approval from their Board of Nursing to conduct a criminal background check. Until then, multi-state licensed nurses cannot practice in the state, and Pennsylvania resident nurses cannot apply for multi-state licenses.
It creates the eNLC and plans to implement it in 2022. Until then, Guam nurses cannot apply for multi-state licensure; However, nurses with a multistate license from their home state may practice in Guam.
National Nurse Licensure Compact Gains Two States
ENLC has been introduced but its implementation is awaited. No date set. VI nurses cannot obtain multistate licensure, and compactly licensed nurses from other NLC states cannot practice in VI until implementation is complete.

Legislators, Healthcare Professionals Push To Allow More Nurses To Work In Minnesota Through The Interstate Nurse Licensure Compact
HB 7268, SB 163. On 6/22/2022, the House appointed a committee to review HB 7268's nursing profession data and practice standards. Findings should be reported by April 13, 2023 at the latest.
Michigan's governor vetoed HB 4046, which passed the Senate and House. Another bill is also planned.

Some states are opposed to joining the eNLC for some reasons. The first relates to employee rights. Many of these states have strong ties to protecting their unions. They see the deal as weakening their collective bargaining power. Some nurses feel that administrators are just compromisers so they can reduce the nursing shortage in their facilities. Some believe that reducing the shortage will reduce the nurse's ability to create better working conditions. The fear is that if the state becomes compact, nurses will come from abroad and steal the jobs of nurses from their own state.

The second area revolves around the concerns of state nursing boards that are not concise. Licensing compact nurses, they believe, will reduce the number of state-committed nurses. They said nurses from other states may not be held to a higher standard and therefore compromise patient safety. The agreement does not specify how disciplinary matters should be handled.
And finally, of course, there's money. Not having nurses pay separate nursing license and renewal fees in each state would reduce the revenue stream brought in by the state board of nursing. There are no immediate challenges unless you want to work in a non-compact state like California or Connecticut. If you do, you must apply for and keep up to date with your state's special license requirements and compact license requirements. So, if a compact state is really important to you, you may want to consider moving your primary place of residence (PSOR) or home state to one within the ENLC. In other words, your "home" is your home. Remember, you cannot own property in a designated "home" state. This is the state you must accept as your new permanent home.
States participating in the eNLC will have greater access to a broader pool of nurses who are more mobile and logistically available. Considering the demand of nurses in different states, this flexibility facilitates travel nursing.
