Nursing Compact States 2023 - Compact states are states that legally allow their nurses to obtain a multi-state license called a compact license. All compact states passed legislation through their state governments approving the change. Compact licensure allows nurses to use their multistate license to practice in any other state that has adopted the measure.

The official title that allows you to practice is the Nursing License Compact or NLC. It was revised on July 18, 2018 and is now known as the Enhanced Nurse Licensure Compact (eNLC). Fortunately, most states have joined the eNLC, relieving nurses in many states of the burden of applying for and maintaining licenses.

You may hear terms like nursing compact, NLC, ENLC, and multistate licensure. They all basically mean the same thing. In this and subsequent articles, "compact states" refer to states that have implemented the eNLC.

The Growth Of Health Care Licensure Compacts

Likewise, a "compact license" is a license obtained in one compact state that serves as a multistate nursing license, but can only be used in other compact states. Nurses who wish to work in states that are not part of the eNLC must apply for a single license from that state in addition to holding a compact license from their home state.

The eNLC is for Registered Nurses (RNs) and Licensed Practical Nurses (LPN/LVN) only. The National Council of State Boards of Nursing (NCSBN) is working on a compact agreement for APRNs that at least seven states will implement if they pass the law. Currently, three states have passed APRN legislation and two are pending. If you are a federal or military nurse, there are some differences you should be aware of.

A total of 35 jurisdictions have enacted legislation and are currently members of the ENLC. As of June 2022, all 35 of these states have implemented the nurse licensure package, with two states and two territories awaiting implementation.

Even after obtaining a compact license, it is essential that nurses check the regulations of the states in which they wish to work. Despite multistate licensure, nurses may be required to practice standards set by each state.

The NLC was signed on July 1, 2021 and will come into effect on January 1, 2023. Ohio nurses can apply for multi-state licensure, and nurses from other compact states can work in Ohio.

The NLC Act was signed into law on July 1, 2021; However, the implementation date is yet to be fixed. The NLC language is awaiting approval from their Board of Nursing to conduct a criminal background check. Until then, multi-state licensed nurses cannot practice in the state, and Pennsylvania resident nurses cannot apply for multi-state licenses.

The fear is that if the state becomes compact, nurses will come from abroad and steal the jobs of nurses from their own state.

The second area revolves around the concerns of state nursing boards that are not concise. Licensing compact nurses, they believe, will reduce the number of state-committed nurses.
